I should add, at the time, reserve officers were an important part of the enforcement package in the Rural Upper Peninsula. I thought it was a great system, utilizing non-emergency state employees for non-emergency situations. I was involved in many injured animal on highway and nuisance bear midnight phone calls (in MI, the DNR and State Police were joined entities, and I tended to get the conservation calls working with the DNR Forestry department). I was issued a very, very nice Winchester M70 with iron sights and a tactical light mounted under the barrel in 30-06 for the purpose and allowed to keep it at home. A box of commercial 30-06 was liberated from "disposal" for the purpose. I was told the rifle was seized from a poacher several years prior. Was also called up for roadblock duty, where reserve would have been mixed with uniformed state police units, but the order was cancelled at the rally point as the suspect was aprehended. I'm sure the 2 Savage rifles could have been put into service as tactical rifles. The work had been done to them, and the accuracy was there, but I think it was more practical for the department to standardize on the R700 platform as they were getting some surplus M40s in the door at the time.
