Scope for High Power AND Silhouette?

I intend to get a CZ 550 in 6.5x55mm Swedish. The intention is to try my hand at silhouette and High Power Sporting Rifle. I'm not sure too many High Power matches are going to feature a Sporting Rifle division, but I'd like to keep that option.

Right now my only scope is a Weaver V3 and it's married to another rifle. Silhouette websites tend to be vague on the choice of scopes, saying 16x or 24x is sufficient but many shooters choose lower power. Do they choose lower power because they're looking to challenge their eyesight? I have no idea how big a ram looks at 500m, so I have no idea if 6x would be a preposterous choice. Then again, aiming a rifle offhand with a 16x scope sounds like it might be a real wobblefest.

I gather there is no sight limitation for High Power Sporting Rifle, but I really don't know what would be good. I suppose if the Service Rifle folks are using naked eyes at these ranges, a lower-power scope would be good. So I'm not sure if there could be one scope that would meet my needs, but until I've got a clearer idea what sports I would enjoy, I'd like to try to find a scope that'll give me a taste without breaking the bank.

I guess my main questions are, what power range should I be looking at, and what reticle types are good? As to which manufacturers, I've already got kind of a lot of ideas from reading about a gajillion THR threads on the matter, so we don't need to rehash it here unless someone has a particularly cool idea. :)
 
High Power Sporting Rifle is not really shot all that much. If you look at Shooting Sports USA coming events, you will find that there are only six places that are sponsoring matches. If you're in Maine the closest one is in Florida. Also for HP Silhouette the closest one is in PA.

bpm990d, that is exactly the kind of information I'm looking for. Thanks! I'll have to start my own shooting club or something. Or else I could move to Florida.

The alternative of thinking of other shooting sports occurs to me too. :)
