My son has bought a Savage Model 14 bolt-action in .308 Winchester and a Nikon Prostaff 3-9X 40mm scope to go along with it. What are the best bases and rings to go with it: one-piece bases, two-piece bases, Weaver, Leupold, etc., etc.?

The most simple and solid is the DNZ mount, but there are TONS of good scope mounting setups out there. I have 5 Savage bolt rifles and each one has a different scope mounting setup. Every one of them is solid and holds zero perfectly.

My 93R17 has 2-piece Weaver bases with Burris Signature Zee rings.

My 111 hunting rifle has Burris "standard" bases with Burris Signature rings.

My 10 tactical rifle has a Weaver Picatiny rail and Seekins tactical rings.

My 10 long range target rifle has an EGW rail and EGW Practical rings.

Finally, my 12FV has an EGW rail with Burris XTR rings.

They all work as well as any of the others. Each setup was chosen based on fit and height, not reliability.

Like helotaxi said, there are lots of satisfactory solutions. The DNZ would work, and is likely the simplest way to go.
I prefer a 2-piece base, to keep the loading port area more accessible. My favorite setup is Burris XT bases and Warne Maxima rings. Low rings should work. Mediums if it's a heavy barrel.
