Okay, but how does this affect some of the "home built" kits for BP guns?

It doesn't effect black powder kits since those are considered antiques. Plus it was spelled out in the New Rule that the serial number requirement did not effect antiques, modern replicas of antiques, or any firearm made before the Gun Control Act of 1968. Serial numbers were not required before the GCA went into effect.
