Self Defense ammo, quanitities and pricing

I've been shopping around for a 9mm self defense ammo and Speer Gold Dot and Federal HST seem to be two that come up the most, as well as Winchester Ranger T.

Most self defense ammo seems to come in 20 round packs at around $1 per round. Ranger T only seems to be available from the big names when there is an overrun on a LE order. Ranger T and Federal HST never seem to be available at brick and mortar stores.

Some online stores that I wouldn't consider "the big names" sell HST, Ranger and Gold Dot 50 round boxes for about 20% of the price of a 20 round box. All of them say Law Enforcement, and internet talk says that Federal at least tells its distributors only to sell HST to Law Enforcement.

What is the deal? The Gold Dot sold in 50 round LE boxes is the exact same round as sold everywhere in 20 round boxes, so it isn't as if they don't think non-LE should have access to it. Over run batches also pop up, so again, it isn't as if they think we should have it.

It this more of a discount for LE thing, or conversely are civilians getting gouged by the manufacturers? Even so, why not sell the 50 round boxes to civilians for a little more than sold to LEO. Are self defense rounds just not sold enough to warrant relegating machinery to producing it at a lower cost, and why aren't HST bullets showing up in 20 round packs?

Edit: another thought...are some of these rounds so highly valued because of the "exclusivity factor"?
 
SGammo is where I get my Talon ammo. 50 round boxes at ~$25 a box.

The only handgun ammo I'll buy in a 20 round box is Buffalo Bore because it's the only one good enough to be worth the extra.
 
I know of those sites...I am just wondering why it is that ammo manufacturers are selling different quantities and sometimes different products to civilians.
 
Because civilians don't & can't set down with ammo manufactures and work out big contracts for huge law enforcement orders.

The police won't pay for 20-round fancy packaging.

^ Right there...supply and demand. I don't know of any civilian that orders ammo like even a small police agency does. Police often train and qualify with duty ammo. Most of us train and qualify (where applicable) with cheap FMJ. When you are buying by the truckload, you get a better price. And when you buy over and over, you get a better price.

That is the most logical reason, but how does that explain places like sgammo and ammotogo selling it? Are those mostly overruns?

Again...why isn't federal offering the HST bullet instead of only the hydrashok to the civilian market?

Look at the small print. Usually when a company says LE, they are meaning LE pricing and/or volume, and require ID documentation.

I tend to prefer Fiocchi for my carry ammo in most calibers of my revolvers. They actually buy Hornady's own XTP JHP bullets for their cartridges. The round itself has a proven to provide deep penetration and impressive expansion. Second, they are actually cleaner burning then I have found Hornady's own load to be.

Third, Hornady uses simple brass cases on their XTP line and Fiocchi uses nickel plated brass. While I generally do not like nickel plated brass because I have had cases split, this problem has never happened with Fiocchi's brass. Even with their hot 44 magnum loads the brass does not split. Finally, the cost! The cheapest I have seen Hornady's 357 Magnum XTP 158 grain 357 load is $18.02 for a box of 25, averaging $0.72 per round. The cheapest I have seen the Fiocchi XTP 158 grain 357 load is $27.97 for a box of 50 at $0.56 per round.
