semi legal question, not sure where to put it

here's my problem ladies and gentlemen:

I go to school in NYC, one of my RA friends is a vet, and wants to build an AR. He is a native of california, and still has his perminant address there. He asked me to help him find an FFL to buy a stripped lower from, but i am not sure of NYC law, or of Cali law.

if he registers it with the Local PD, in nyc, can he build a cali legal AR that he can take back with him? I don't want to steer him wrong and get him in trouble, and im just not sure who to contact.

any help is appreciated.

also, in cali, can you use pre-ban mags if he doesn't put the pistol grip on it? i've seen some interesting cali legal ars, and was wondering if this was trading one feature for the other?

if he wants a ca gun then you buy it in ca.

Biggest problem involves traveling between states with a firearm especially an ar15. not worth all the felonies that can get involved. same time if he wants the gun he buys the gun not you. dont get talked into one of those "i cant buy it because i have a ca drivers license not a new york. can you buy it for me." Otherwise you and him will have a long good relationship in the federal jail system.

yea im not buying it. The whole straw purchase thing doesn't really interest me too much.
