seems to be a virtual impossibility. FedEx says either the sender or the receiver has to be a licensed dealer. UPS says that the handgun must be shipped from a licensed dealer to a licensed dealer. Instead of getting pissed off, I'll just revel in the money I'll save by not using their services.

Honest question - how will you be in violation of the law by not declaring? Is there actually a federal regulation requiring you to disclose the contents if it is a firearm?

If yes, can you avoid the issue by shipping, say, the slide and the frame separately?

I know it to be legal to ship a gun to yourself if you're travelling. You can even ship it c/o someone else. UPS and FedEx, of course, can set their own policies, but they don't have the force of law. What does DHL say about the matter? Will they ship handguns?

There is indeed a federal regulation that you must declare. Technically it may not apply if you are sending to a licensee.
Splitting up the weapon will not help, since whatever part has the serial number is a firearm, even if it is not complete.

I'm still unconvinced of that. I think that if you UPS or Fedex a gun to yourself, there's no legal obligation to tell the shipper. However, I don't have any need to ship a gun to myself at the moment so I can't test that out.

I usually pack it with me, this time I wanted to not check a bag. I'm just going to check the bag and do things the way I normally do when I travel. It's cheaper anyway, but I just didn't want to take the big suitcase. (It's the only one that I have that will lock.)

The FedEx regulations are actually worded in such a way that if you have a C&R FFL, you can send any kind of handgun from yourself to yourself. This is clearly not their intention, but it works.

I called the 2nd ammendment foundation and they were under the impression that FedEx and UPS would allow this. They must've changed their policy without telling anyone. Now their acting like this has always been their policy.

It is contained in 27CFR 478.31. It requires notification when shipping to a nonlicensee. If you are unlicensed and shipping to yourself, you must declare the contents.
