I need to ship a handgun from east Texas to west Texas. Do I need to ship to an FFL for pickup?
Actually FedEx will do 'Second Day' now...........however you will need to call 4-5 of the stores to find one that is aware of the new ruling. I didn't hear about I have DONE IT.
http://www.atf.gov/firearms/faq/unlicensed-persons.html#shipping-firearms-carrierQ: May a nonlicensee ship a firearm by common or contract carrier?
A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun.
No legal requirement to tell UPS or FedEx you are shipping a firearm intrastate.I don't believe a FFL will ship a handgun to a non-licensee. You will have to compensate both FFLs which may push the cost into common carrier prices.
As an aside, I wanted to do the same thing some time ago and discovered it was impossible. USPS was out as noted already, neither FedEx nor UPS offered overnight service to the recipients's rural location. End of story.
In addition it is against both UPS and FEDEX tariffs to ship firearms from non-FFLs to non-FFLs regardless of if it is intrastate or interstate. No legal requirement to tell UPS or FedEx you are shipping a firearm intrastate.
Therefore no need to overnight.
But violating their rules will void an insurance coverage.
