Had wanted to purchase a handgun from a PA resident to be sent to my FFL in NC and he was told by a local gun dealer that it was illegal for him to ship out of state to a FFL dealer. Doesn't sound right to me. How about it PA folks?

I will ship it overnight to you FFL.
Apparently not uncommon in this state, since every single FFL except one within driving distance of Butler told me the same thing. They won't accept shipments from non-FFLs, either. And the one that will is dirt slow with transactions because she's got a day job.
I, too, have had this fight with several FFL's in the Pittsbugh area. I went so far as to write to the DC office of the ATF and obtained a written response from them stating it was OK for a private citizen to ship a firearm to an FFL. No one wanted to see that letter .
