Just as Folk have whilst awaiting "Cooling-Off" periods perished, I should dislike idea; "Sorry Lad, for next Ten, You may just Die".

"Violence" handily enough dealt with should Individual be so predisposed. (Is called; "Firearms") And if so predisposed, what good then Your proposed "Ten-Year Wait" do? Think "Additional-Charge" would daunting be?

Someday perhaps realisation will occur; "Prohibitions&Regulations effect Naught".

Yes, anyone that is not under court control should have all the rights of a free citizen. Their debt to society has been paid in full.
