TBO and Balog are both right. They are arguing what they believe based on their impressions from experience, media, etc. I see a lot of useless arguing occuring in these forums because people state their impressions as absolutes. Most cops are clean versus most cops are corrupt. I doubt that anyone can conclusively prove either statement for everyone, and ones experience in their particular place and time doesn't invalidate another's different experience. I believe that there probably is a lot more corruption in some jurisdictions than others.
FWIW, my impression of most of the cops I've met is that they are some of the Best of America, honest people putting their lives on the line for what they believe in. It's unfortunate that they and I tend to be on opposite sides of many civil liberty issues.
