SKS Receiver cover stuck

Got my SKS today, and I am trying to break it down and clean/ inspect it. The receiver cover won't come off, the take down lever is turned and pulled out but the cover won't budge. Any ideas? I tried tapping on it with a block to see if it was just stuck but it didn't budge either.

Is the bolt forward, receiver closed?

might try soaking it in break free or something like that incase its some gunk turned into glue. Maybe make sure the break down handle is pulled all the way out
