Smoothest bolt

Smoothest I've ever handled was a Krag.

funny that someone should mention a Mosin-Nagant. Mine is pretty effortless...mainly because its incredibly loose fitting.

worst one ever, was an Arisaka.

I've found that by polishing/lapping the bolts, almost any can be made very, very smooth. The reason you see so many Milsurps listed is because they have been worked many, many times, and have essentially been "smoothed" by all of that use. For example, the smoothest bolt I own is a really, really well used Mauser VZ-24. I also have a Mosin that was really rough...Lapped it with valve grinding compound, then polished, and its smooth as can be, although still not quite as smooth as the VZ-24
 
The bolt on my Sako TRG is the smoothest I have ever felt. It feels like it has roller bearings or something.

In the last few weeks,
I've been looking at:
Rem 700 SPS
Rem 700 Mt LSS
Tikka T3 Lite

My issue with the latter is that
1) their guns use a crumby little EXPENSIVE plastic magazine prone to falling out
2) their actions are LONG even with cartridges based on .308 (like 7mm08) which are short action.

My issue with Rem rifles is reported QC issues.
(Does not seem to apply to shotguns.
Love my 870P.)

Therefore, my attention has shifted to a higher quality rifle,
outside my original price range,
but ... if we seek quality, we must pay for it
...where ever it is manufactured.

Honestly, my father's 1956 model 70 featherweight. It impressed me enough to purchase a 1949 vintage which BTW would never hold a group near as tight. Beautiful rifle though.
 
Smooth action

Remington model 30s under $45 when brought out. mines 70+ years old and like glass. and this .280 Ross sporter okay to

1909 argentine mauser. The one i have is just too smooth for a mass produced weapon, oh yeah, this was a hand fitted, buffed and polished action that is by all standards a fully custom military rifle.

Krags are awful good too if you get one that has not been beat.

Some of the Kimber of oregons were pretty sensational too.
