Here’s the situation, In Springfield IL where I live, we’ve got an armed nut job doing robberies. He’s pulled something like 7 in 3 days, shot one victim (not fatally) and tried to shoot another but the gun didn’t fire. Our local newspaper has an online edition that has a feature where readers can comment on articles. After every article about this guy there is a surprising number of pro concealed carry comments. (we must be far enough from Chicago to have some right thinking people or maybe just some thinking people) Anyway, after reading all these pro ccp comments I got to wondering about something and figured if anyone has the answer it’ll be one of you folks, so here goes. Does anyone know if in the State of Illinois a county can pass a county wide ccp? If the answer is yes, has anyone had any experience in starting a grassroots movement to get something like this on the ballot or passed by the local governing body? Thanks in advance for your input.
 
If IL can use home rule and make up their own city laws like Chitcago banning guns, I dont see why one town cant permit people from carrying guns on them. Same logic.

Not quite. A city/town can typically pass a MORE RESTRICTIVE law than one the state has, but cannot pass a less restrictive one. State Law trumps Local Law. Federal Law trumps State Law.

Since Illinois State Law (720 ILCS 5/24) makes it a crime to carry a pistol, revolver or other firearm on or about one's person except when on his own property, then the city/town can't grant permission. In fact, Illinois law specifically bans carrying "upon any public street, alley, or other public lands within the corporate limits of a city, village or incorporated town"
