South Carolina Carry Without A Permit....

I'm from Pennsylvania and will be moving to South Carolina to attend graduate school at Clemson. I want to carry concealed but there seems to be many hoops you must jump through to carry in SC, especially since it's so easy to carry in PA. Anyhow, I would like a conceal carry permit but if not, I would at least like to carry while fishing. I came upon this section in the SC handgun laws:
SECTION 162320.
Unlawful carrying of handgun; exceptions.
It is unlawful for anyone to carry about the person any handgun, whether concealed or not, except as follows, unless otherwise specifically prohibited by law:
......
(4) licensed hunters or fishermen who are engaged in hunting or fishing or going to or from their
places of hunting or fishing while in a vehicle or on foot;
Does this mean I can carry while fishing as long as I have a SC fishing license? I also saw that you can get a non-resident permit as long as you own property in SC. If someone would like to sell me a couple of inches of SC property I would greatly appreciate it.:)
 
Carrying in SC is very easy. Why not establish residency here when you attend school and simply get resident CCW permit? SC is gun friendly. Not sure what hoops you are refering to. There might be some hoops, but they're really large and low hanging.

Also, if you can legally own firearms, you can keep a loaded or unloaded handgun in your glovebox or center console, which can be locked or unlocked.
 
Your still going to be in the same situation I'm in. I'm a resident, I have a CWP. I work at a University (big one in Columbia). I cannot carry when I'm at work. I park on campus. I cannot carry to and from work, because I cannot keep a firearm in my car on campus. But some people say "They won't know it's in your car unless you run your mouth!" Well, if I have to use it on the way home, somebody will put two and two together and figure out I had it in my car. But then again, I'd be alive. I guess I'm more afraid of somebody breaking into my car on campus and stealing it, then I'd have to report it. Then I'd lose my job because some punk broke into my car. Not to mention what he might do to somebody with said stolen gun. BTW, I drive a convertible. Easy to get into.
NOt sure how long it is, but I think after 90 days, you are a resident. Just change your dirvers license and register your car as soon as you get here. I might even save you on tuition next year. In state is a LOT lower. Might even think of relocating NOW to save a few bucks.

Is that just for SC residents?

(9) a person in a vehicle if the handgun is secured in a closed glove compartment, closed console, closed trunk, or in a closed container secured by an integral fastener and transported in the luggage compartment of the vehicle; however, this item is not violated if the glove compartment, console, or trunk is opened in the presence of a law enforcement officer for the sole purpose of retrieving a driver’s license, registration, or proof of insurance;

With a small addition to one.

You can open carry with a valid hunting and fishing license b/w your residence and the location of the hunting or fishing, then back to your residence again.

This means if you have to stop to get gas, the pistol stays in the vehicle while you pay.
Also, the Vehicle Carry applies to anyone driving in SC, not just residents. You can carry Condition One as long as you abide by the storage requirements.

In other news, I live very close to Clemson and would not mind at all showing you where the local rifle ranges are.......

I looked at the statute, with an eye toward whether there is any restriction in SC that would prohibit a handgun in the glove box from being loaded. I see no such restriction.

Is it correct then to say its legal to carry a Glock with a full mag, and a round in the chamber, in the glove box of a car in SC?
 
Glove box, center console, or trunk... gun can be loadd and chambered, and console or glove box does NOT have to be locked. SC has some very good car gun laws.


But don't let the game warden find you cruising around the woods with a loaded rifle on the passenger seat during hunting season.
 
Also near Clemson, need I mention that guns are not allowed on campus. With you as a graduate student, I take it that you will live and store your guns off campus.

That means that everytime you head for campus, the gun needs to be left behind, not in your vehicle. The exception is that you could park off campus (good luck). I have a safe bolted to the floor in the trunk of my car.

It sounds like you may have to plan on carrying only when leaving the immediate Clemson area. Could be darned inconvenient swinging by home to stash your gun every time you need to go on campus.
 
One small addition about the law is that you are allowed to carry concealed only without permit on your way to and from your vehicle to stow it in the glove box/return it to your legal residence.

This might seem like a "duh" statement, but thought I would add that.
 
I know as a responsible, law abiding citizen that I'm not permitted to carry on campus. Only people who plan on shooting unarmed students take guns on campus. I'll probably end up doing everything to get my conceal permit. Does anyone know where I can take the required training class?
 
Check with the local PD. I got mine through the Columbia PD. Usually a free class offered as a community service. Gun shops don't want you to know that though, and for a good reason. It takes money out of their pocket.
 
If you're going to live in Clemson, there's a monthly class for 75 bucks (that includes the $50 SLED registration fee) that runs out of O'Henry's Framing - just 10 minutes away between Clemson and Anderson. I'll probably take either their march or april class to get my CCW. Considering that my grad classes and my teaching gig more or less consume my life, it's not like I'll be able to carry often, if at all... but it's nice to exercise the right from time to time.
 
There is another place in Anderson, Bucks and Bass, that has monthly classes. Also the Gunshop in Walhalla will be able to assist.
 
Bucks and Bass is out of business, which is too bad... they had a nice selection of ammo, albeit overpriced.

I took my CCW stuff from an instructor in Greenville. I can get his contact info for you if you so desire. It cost me $130, which included the $50 state application fee, passport type picture, and fingerprint cards. They do it all during the class, fill out the app, and send it off. And do the training class and qualification shoot, of course. All you need is a free Saturday, show up with $130, a pistol, and 50 rounds of ammo, and then wait 90 days for your permit to arrive in the mail.
 
Since when? I know they (Bucks and Bass) switched ownership recently, but I was in there about a month or so ago, and they were still very much in business.
 
Hmm... they must have closed/reopened then... I went to their "going out of business" sale probably a year or two ago, and they were pretty much cleaned out by the time I learned about it and got down there.

That was definitely much longer than one month ago though.
 
If you, or anyone else reading this, find yourself in Anderson, stop by and check them out again. They have a pretty good selection. And it never hurts to support the "little guy"
