Spent casing sticking....

I have a Colt Lawman MKIII .357 snubby that I inherited several months back. I'm having an issue where a spent casing is "sticking" in a cylinder after firing.

The gun seems to be in time, and fires great, without any issues. It's a very smooth action and seems to be very accurate. I've cleaned and oiled appropriately. I'm wondering if the cylinder has a bunch of build up that I'm not removing with regular cleaning with hopps #9.

If the previous owner had shot a bunch of .38Spl in it, yeah you could have some crud build-up in the cylinder holding on to the longer .357mag cases.
 
Clean well with a bronze brush, preferably chucked into an electric drill (no the bronze won't hurt the steel), then use the Hoppes and a patch. If that doesn't help, look to see if the chamber has rust in it; if so, it may require polishing. But let's see how just the cleaning brush will do before going any further.

Or you can slot a dowel rod, pull off a good size hunk of 0000 steel wool put that in the slotted dowel and spin it with an electric drill, that with the solvent should polish the chambers to a mirror finish.
