Can a person in one state, drive to another state with their handgun, go to an FFL in the 2nd state and transfer it to an individual who lives in that state?
 
First, just to be clear, in general federal law requires that the transfer of a handgun from a resident of one State to a resident of another go through an FFL in the transferee's State of residence.

Whether the way of doing that suggested by the OP will work depends on whether the transfer FFL is agreeable. It would be legal, but some FFLs for their own business reasons want to receive a gun for transfer from another FFL. So the seller and buyer might need to do some looking to find a cooperating FFL.

Also, be advised that the transfer FFL can charge whatever he wants for the service.
 
I have provided this service as an FFL myself. It is perfectly legal. It is also true that an FFL dealer may refuse to get involved with a transfer of a firearm received from an out-of-state individual. It is a matter of discretion.

I have also logged in and transferred out (shipped) an individual's firearm to an out-of-state FFL dealer who would not receive it directly from an individual. I am aware of one FFL dealer who will not provide even that service; and there again, it is simply a matter of discretion.

Just make sure it is legal for you to bring your gun to the state where the transfer is to be accomplished.
