Supervised Open Carry?

My brother has asked me a question recently that I have been unable to find the answer to.

Virginia Statute has no prohibition for open carry for anyone who can legally posses a handgun. (I.e Unlicensed OC)

Now I occasionally OC and CC the rest of the time, and my brother has asked, if I am with him (being an adult) he is legally allowed to posses a handgun per VA statute.

I think says no. But it does not mention supervised carry of a handgun.

Any ideas?
 
It pretty much states that the only time he's allowed to possess it off private property is when:

1. he's with an adult
2. on his way to a range (or class)
3. it's unloaded.

All three criteria must be met for it to be legal. In your example of "supervised carry" you're really only meeting one of those three so it wouldn't be legal.
