I picked up a Taurus raging bull in .44mag for a song. I just got it today and I noticed the cylinder will rotate while it is closed. When the hammer is cocked it will not rotate, when the trigger is held back and the gun is in lock up it will not rotate. Is this an issue? The other revolvers I have do not do this. I think the cylinder is worn because depending on which chamber is aligned it is somewhat more difficult to make it spin. Thoughts?
 
The cylinder lock is not functioning properly in your gun. There can be a few reasons that would cause this so if you are not familiar with the internals of the gun it should go back to Taurus under their lifetime warranty, or to a gunsmith for correction. Do not fire until the problem is corrected .

If I understand correctly, the cylinder will rotate freely while closed? The cylinder stop/bolt is either broken or binding somehow (very dirty, broken spring, etc.) as to not come up out of the frame and into the cylinder notch.
