My experience has been that WD-40 will cause tight fitting parts to bind. Probably not a good idea for dies and cases.
 
It is the lube. Try Imperial sizing wax or RCBS water soluble. Those have been the best lubes I have used. Lee lube does not have the lubricity for small base sizing, or sizing oversized cases in a standard die. You might want to remove the spindle, size all the cases, then put the spindle back in, and resize all the cases, this time expanding the case neck. The reason is, if you stick a case in a die you are going to ruin the spindle getting the case out. The spindle will be stuck in the die and you won't be able to remove it, with the case in the die. Since your brass is so over sized for the die, it is a good bet you will stick a case, tear off the rim, and it will make life easier if you can knock it out with a long punch drift. You won't like having to buy a case remover tool, drilling and tapping the bottom of the case, and hoping that it still comes out. It may not.
