Is NY state a "Shall Issue" state?
I have a familly property upstate. If i move there (as in change my permanent address to that location), I can get a permit from the local sherif. Then with that permit, I could try to get a carry permit?

Unfortunately, your upstate permit will have no bearing on your ability to get a NYC carry permit, which is probably unobtainable unless you're an armored car driver or a celebrity. If it's break-ins that worry you, as you mentioned in your orginal post, the good news is that rifle and shotgun permits ARE still obtainable in NYC, with a bit of patience and perseverance.

I'm a NY resident too, but I live upstate where no permit is req'd for long guns and most sheriffs "will issue" for CCW.

Out here in the free United States, things are actually looking rather positive on that front. Definitely move to Florida (or New Hampshire, Pennsylvania, or Maine, if you're looking for something closer and less humid). My wife is originally from the Boston area, but grew up in Maine.

Stop in Ala. on your way down to Fla and check us out. You might decide you like it here. No permit reguired to buy. No waiting if you get ok on your background check. Go to local sheriff and apply for CCW which is good state wide. Takes about one week to 10 days for approval.

How does that work? Is the permit not valid outside the issuing jurisdiction? Or is it just not valid in NYC?

It's issued in your county of residence and is valid in the whole state EXCEPT for NYC. The city issues its own (or doesn't issue, more often than not) and doesn't recognize anybody else's.
