this is a famous and well known quote from "chairman Mao", but I could swear I've seen a longer version of it implemented in a text arguing for gun control. The short version posted above is from "the little red book of quotations from chairman mao". I think that the authors of "the little red book" found the quote in something like a political essay to enforce gun control in China or a paragraph of the PRC constitution or something like that.
