I was watching news on Honduras, and noticed multiple references to the Organization of American States. I did a quick search and in their charter, which mimics the UN, it states,
"To achieve an effective limitation of conventional weapons that will make it possible to devote the largest amount of resources to the economic and social development of the member states."=Article 2 of charter

My questions are:
1. Does this group have any real power?
2. What the hell does the quote mean? I really can't figure out what their goal is with limitations effecting social and economic development.
