    SYNOPSIS AS INTRODUCED:

    720 ILCS 5/24-4.1
    Amends the Criminal Code of 2012. Provides that the provision of the Code that makes it an offense for a person who possesses or acquires a firearm and thereafter loses the firearm, or if the firearm is stolen from the person, to fail to report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft is a Class 4 felony for a third offense (rather than a Class A misdemeanor) and a Class 3 felony for a fourth or subsequent offense. Effective immediately.

    SYNOPSIS AS INTRODUCED:

    430 ILCS 65/8 from Ch. 38, par. 83-8
    720 ILCS 5/8-4 from Ch. 38, par. 8-4

    Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall revoke for one year the Firearm Owner's Identification Card of a card holder who reports to the local law enforcement agency his or her firearms lost or stolen in 3 separate incidents within a 2-year period.

    Provides that any law enforcement agency that has knowledge that a card holder has reported his or her firearms lost or stolen in 3 separate incidents within a 2-year period shall forthwith forward that information to the Department of State Police.

    Provides that an "incident" means an occasion in which the card holder's firearm or firearms have been lost or stolen regardless of the number of firearms stolen in the incident and the report of the loss or theft of the firearm or firearms on one occasion shall be considered one incident.

    Provides that if a law enforcement agency recovers a firearm that had been lost or stolen and has not been previously reported as lost or stolen, the recovery of the firearm shall be considered an incident for the purpose of this provision. Amends the Criminal Code of 2012. Provides that the sentence for attempt to acquire a firearm by use of a revoked Firearm Owner's Identification Card is a Class 4 felony.

    Looks like they're trying to put greater penalties in place for repeated loss of firearms (4 or more serially) without reporting the loss.

    This is why my Illinois relatives are selling or storing their soon to be banned/confiscated guns out of state. The fortunate ones are planning on moving to free(er) states.

    Illinois has fallen.

    I would be gone if I didn't own farmland. (Which I'm being overtaxed for)

    If there is a plus side, the burden of proof would be on the State as to exactly when the owner realized they were missing.....

    That law is designed for gun traffickers. I predict zero convictions of anyone who really just lost a gun. In fact I doubt most overworked DA's would even bother to go forward with the charge.

    Sadly, each state has at least one Chicago. Something for everyone to think about.

    Ohio has 3 chicago's.

    Sad to see illinois going down without a fight. Just roll over. It's pathetic. Some ''fly over states'', should actually just be flown over, I guess.

    Illinois has been fighting corrupt Chicago Democrats for 5 decades. Unfortunately, every new class of brainwashed state college grads spreads their newfound Leftist ideology to every district statewide.

    Ohio wont last much longer. The demographic writing is on the wall.

    We sold our farm in Northwestern Illinois two years ago and bought in Tennessee. Our cattle operation went to South Central, TN and other parts of it in Henry County, TN near the KY border. (Did the exchange on taxes) We still haven't left yet, but may before the end of 2019

    You're missing the point that they can trace a gun back to the owner and then charge them for not reporting it.

    This particular law is to put gun traffickers in jail who just think they can "loose" first one gun and then another and another and ...

    This is all part of the plan to tighten the noose around gun owners. But we inspired the antigunners with all our talk about "boating accidents" and noncompliance. We need to be more careful about the kinds of things we say in public forums.

    That would be bad, I once “lost” a 1911 when I was repainting our house and my wife and I slept in another room because of the smell. Didn’t even know I had lost it until I rearranged the room a few months later.

    How do you prove you didn’t loose it? Take photos every 3 days of everything you own?

    My kids, grandkids, gun club, church and farm are all here in central Il. Not sure what to do. Maybe just dig a hole in the back 40 and bury the "arsenal". Won't give it to the commies.
