In answer to your question “Noâ€. The regulations at that time allowed no private ownership of a classified assault weapon by even a California Peace Officer. This of course was ones not registered prior the 1994 enactment. Mine were purchased in 1988 in California and custom built for me. As such they were not eligible for registration let alone my sequential serialized M68’s that were specifically called out in the ban. The comment that excluded LEO was in black in front of the document and was quite clear that an assault weapon could only be kept by the department. The current regulations now read.

Exceptions
• Penal Code section 12280(e) provides an exception for the sale to, purchase by, or possession of assault weapons by specified law enforcement agencies and military or naval forces for use in the discharge of their official duties. The law permits possession and use of these weapons by sworn members of these agencies when on duty and the use is within the scope of their duties.

• Penal Code section 12280(f) provides an exception for the delivery, transfer, or sale to, or possession of an assault weapon by peace officer members of specified agencies with the express authorization of their employing agencies. For this exception to apply, the peace officer must register the firearm as an assault weapon with the Department of Justice within 90 days of the date of acquisition.


The second did not exist in 2000 and is a interesting change. This appears to give them some wiggle room. They probably couldn’t get officers to transfer into the state. But again on a higher moral ground this is granting special rights to an elite class. I fundamentally have a problem with this as I know many doctors, lawyer’s and engineers hell plumbers and carpenters that should have this right. The way I look at it now is it was their loss.

I strongly agree which is exactly why I opposed the recently passed federal law granting certain retired and serving police personnel universal concealed carry privilege, or rights, I realize that there is a significant difference between the two. I always thought that the establishing of a "specially privileged class, certain government employees, or former government employees", was the worst possible sort of policy to establish. I've seen nothing that would cause me to think otherwise.

As for some who opined that since "the cops had gotten theirs", that they would then support extention of same to others, mere mortals who happened to have state issued carry licenses or permits, I responded to some of them as follows. You need to quit smoking those "funny cigaretts", for it seems that the use thereof causes you to draw unfounded conclusions, and or to make strange statements, statements not supported by the facts of the matter, fort instance the comments had from some police organizations, and or the leadereship/spokespersons thereof.

Do you know when Arnie will be back in his office? Do you know if he'll be there all next week? Need to know, road trip coming.
 
My understanding is that he'll be back in Calif next week; he's staying for the whole convention in NYC. There'll probably be some photo ops with him and Dubya soon.

One of the Democrats in the legislature is publicly calling on Cruz to sign the illegal alien driver's license thing in Arnold's absence. The governor's staff's control over the enrollment process will stop that for now but they can't stall forever; expect Arnold to spend at least a week or two back here after the convention and more likely all the rest of Sept.

Hmmmm. He may shuttle down to SoCal some of the time though...as long as he's "in state" Cruz is helpless.

I figure I am taking with me about $6,000 to $10,000 in taxes to be spent somewhere besides California. I made this decision because my primary hobby, shooting, is being legislated into oblivion by the California legislature.

Ghobrien: the situation is getting intense re: trying to figure out where Arnold's head is really at on guns.

You know what? We're going to know for sure in about 3 weeks, or worst case the end of Sept. That's the sign-or-pass-or-veto deadline for AB50, SB1152 and SB1140. How he does on those bills will tell the tale.

I don't know anything for sure. And there's a limit to what it's proper for me to say, which I hate. It's part of the job: people have to be able to talk to me in private or I can't get anything done.

What I can tell you for sure: the situation ain't hopeless. Not by a longshot.

my wife and I are in on the letter, and we emailed a couple of days ago as well. did anyone else read the san diego union today? An article caught my eye that a bill has been passed in the state to allow movie prop houses to buy their weapons. I assume "assault weapons." How hard is it to open up your own prop house business and qualify for this $129 tax to permit us to own what the rest of the free states have had access to? I dont know I just say a bit of hope when I read that article.

I have no specific information on what would or might be involved in openning a "prop house business, though I do suspect that if there were ANY involvement with firearms, the process would get "interesting", to say the very least.

Collecting the pertainent data might prove amusing, if nothing else.

Governor Arnold Schwarzenegger

Dear Governor Schwarzenegger,

I am writing to express my concern over several gun bills that are currently on your desk: AB50, SB1152, SB1140, and SB1733. None of these bills will do anything to protect the public. They are just political grandstanding – substituting ideology for common sense.

AB50 deals with 50 caliber rifles. None of these rifles have been used in a robbery, a murder, or any acts of terrorism. Even though these rifles weigh over 30 pounds, and cost several thousands of dollars (each round costs approximately $4), anti gun legislators say that gangs will use them to prey on law abiding citizens. That’s funny, because the same anti gun legislators said that “Saturday night specials†pistols should be outlawed because gang members will use them since they are so cheap and easily concealable. One has to wonder where they get their facts.

SB1152 will require ammunition sales registration. This will not help to fight crime, but just add more paperwork to retailers. This will not prevent any crimes from taking place, but will probably cause many retailers to stop selling ammunition. This is probably what those legislators really had in mind - making it harder for law abiding gun owners to enjoy a constitutionally protected activity.

SB1733 will outlaw gun shows at the Cow Palace in San Francisco. I have been to several gun shows, and they are far safer places to be than many other public gatherings. Look at the crime statistics for gun shows at the Cow Palace, and the San Jose fairgrounds if you want to research this a bit deeper. You will see that this law is completely unnecessary. Again, anti gun legislators are operating on ideology, not facts or a concern for the public.

SB1140 deals with children’s access to guns. California already has many laws on the books on this, and does not need any more. It is a poorly written law, and blurs the line between loaded and unloaded guns. It will hard to define what is close proximity, and is simply a bad law that should be vetoed.

Governor, I am a registered independent voter, and have been for decades. I am also a gun owner, and have been for decades (including serving four years in the Army). I abide by the laws in this state because that’s the type of person I am, as are the vast majority of gun owners. These laws before you don’t stop criminals or terrorists, but instead only hurt law abiding citizens. I voted for you because I thought you would bring some common sense to Sacramento, something that was sorely lacking in the previous administration. Please continue to use common sense and veto all four of these bills.

Sent seperate emails on each item to the Governator. Sent both fax and snail mail to Sacramento and my local LA field office.

That being said, I will be taking the family to Phoenix in mid-September to see my folks and let the mighty midget see the grandparents. I'm curious as to how my PRK born and bred wife will respond when she realizes our $550k 1000 square foot West LA home can be turned into a WHOLE lot more somewhere else. I hope to see the PRK in my rear view mirror in the near future.
 
I'm not from Kali, but I sent my letter yesterday. I asked him to not let his experiences as a child become an American story. If anyone should understand the need for the 2a its him. No excuse.

So who else has any insight into your Governor stance. If they are up this year start a new thread. This is the L&P section and lets take the high road.
 
I suspect that one of these bills will become law. If he signs all three, he can kiss the support of the gunners goodbye (and I'm sure he knows that gunners had quite a bit to do with the recall effort); if he vetoes all three, the antis will excoriate him. The question is...which one?

Doesn't make a difference right now. We still need to fax/email/mail/call with our objections to ALL THREE currently pending bills. Early and often.
 
well the cow palace bill is dead for now...

Well I wrote Arnold with my 2cents and from what http://www.gunownersca.com/ is saying is that bill SB 1733(against cow palace gun shows) is dead. Heres the quote.

Can he wait until the AWB is well and truely dead then veto all that state junk? He just might be looking for a sign that vetoing will play well with all except the shrill screamers.
 
He has until the end of the month for all of the pending bills. I've been checking his press releases; he hasn't signed or vetoed any bill so far this week.
 
Arnold will sign them MUCH faster in case he's called out of town on an emergency.

He was able to make sure Cruz didn't sign anything when he was in New York by having his staff stall the "enrollment" process. BUT they're enrolled now! Arnold takes one pinkie-toe step across state lines and it's hello Governor Bustamente!

I do not know what Jim's take on the thing would be, but I suspect his view would be, the more, the better.

I agree, if for no other reason than the following. California is often billed as a trend setter, a model that others follow, though looking at some of the foolishness that has originated in California, I cannot really see why.

It does seem that other locales do tend to emulate the goings on in California, and for this reason, the old saw about "you don't live there, so what do you care" doesn't really apply.

Keep your letters or e-mails polite and stick to the facts, for the facts do not support the antics, goals or proposals of the anti gun side.
