The Titan is a Tanfoglio copy of a Beretta (basically). Tanfoglio has been making "good" quality handguns for decades. Open slide design, so like with Beretta's, it's going to be inherently more reliable than a design with a ported slide. Beretta has been making little .25's for decades. They are still in production, so there is obviously still some demand for them.
Ignore this crap about .25's being worthless. They are at least as effective as being stuck with a 4" phillips head screw driver. Difference is, you can do it from 10 feet away rather than at contact distance - and do it multiple times. Where you do the sticking is what counts.
.25 calible handguns are inherently small & light, which means they are likely to be carried when bigger guns are not. Being auto loaders, a full magazine can be shot with some accuracy in a matter of seconds (multiple "sticks"). Ballistically, there is little difference between short barreled .22's and short barreled .25's. The difference is the .25 has a much more reliable center fire ignition primer system than .22 rimfires (all be it much more expensive than .22's).
So, if it looks okay - and seems to function okay - get it. At worst, you've invested the price of a couple of tanks of gas. If you can't stand it & want to get rid of it - take it apart - beat the the pieces flat with a large hammer and throw them away.
