TIMC, is that a metal foregrip? My barrel gets so hot it would melt the plastic grip that Kel Tec sells. I'd like a metal grip for mounting a bipod.

Yes, and if you're going to go that route, Kel-Tec sells the SU-16D in both a 9 and a 12 inch barrel configuration, which is exactly what you describe: A PLR-16 with the Kel-Tec underfolder shoulder stock.
I'd like to point out that they DO sell to civvies with correct paperwork (SBR, etc), and I'd also like to point out that the SU-16D's come with CHROME LINED BARRELS, FWIW.
Just thought I'd mention that.

Why does it seem that these are more popular than ak pistols which seem to be a similar weapon?

Because they are $500, they are generally more accurate out of the box when compared to the others from what I can tell, and they don't have that ugly a** tube sticking out of the butt-end of them like the others.
If you do a search on your tube for Kel-Tec PLR-16 you will get many videos showing how easy this piece is to shoot. Here is one from the Kel-Tec webby:

I've looked into PLR-16 prices and my FFL says there are apparently 2 models [only one model is listed on the KT site]. Obviously the cheapest one is the basic model; does anyone have the specs or what is included on the more expensive/deluxe model ?

After reading this thread I decided I had to have one of these PLR-16's. I shoot a lot of larger bore pistols and rifles, but this thing is sooooo loud that it isn't fun to shoot. The bark from this little gun is very sharp. Those of you who like it and shoot it, do you feel it is uncomfortably loud?

Without earmuffs? I value my hearing too much to try. It's an awesome candidate for a suppressor.
1:9" although I haven't tried more than 62gr (I need to load up some 69gr Sierras anyway and will try those when I have time).
You can shoot it 2 handed no prob. You'll want the optional handguard if you do since the barrel will get hot quick.
I think the deluxe one just comes with the factory foreend handguard ($35), muzzle brake ($25), and sling ($15). They are easy to outfit yourself and I didn't want the factory muzzle brake so I went with a $5 A2 clone.

I have heard it shoots well with a single point sling. Hefted one at the pawn shop, seemed very muzzle heavy, but still a great car/RV gun/fun toy to have.
I would agree that the one point sling works very well. It is muzzle heavy, and of course even more out of balance when you start attaching things to the forend rail.
It is definitely an interesting exploration of the concept of a "pistol". Shooting it with one hand is almost ridiculous (unless you just like really difficult challenges), but then again shooting my S&W 686 6" with a 4x scope on it one handed - with any accuracy - is also futile. As seen in the picture above, fully loaded, it weighs about 6 lbs.
The way I have mine set up in the pic, it is definitely the most "tacticool" gun I own (laser, light, and red dot -- the most batteries I've ever had to deal with a one time), but I have to say that for home defense, it would work very well. Of course, one would hope they didn't forget their ear muffs (wait, that makes four sets of batteries...).
I've found that I am very steady, comfortable, and accurate, shooting it with one hand on the grip and the other vertically gripping the front of the magazine well. Braced against the sling, this is a very solid grip pattern that really works for me.
One other note about the loudness -- there is a very long thread on the KTOG forum about "muzzle devices". They compare 8 of them, and explore muzzle flip, flash suppression, and which ones direct the sound away from the shooter best. (To save you some time, unless you just like reading this stuff, the experiment was long on technicality and short on useful information. In the end, the subjective information was more useful than the technical data.)
For those who don't know, muzzle devices that control muzzle flip do so by redirecting some of the exiting gasses, and in doing so they redirect some of the sound back at the shooter, and/or at the people shooting at the benches along side you, if you are at a range. So their net effect is to make the gun seem even louder to the shooter. There are a couple that do a better job of funneling the sound away, so its helpful at least for the shooter to some degree. I have one of those, the DPMS Levang, but I just put it on and haven't had the chance to try yet.

I haven't shot mine in a long time (I need to go shooting with it again, fun firearm like everyone said), but I do remember that it is one of the few weapons I own that I sometimes wish I would wear ear plugs in addition to my Peltor electronic headset muffs that I always wear to the outside range (I just have the Kel-Tec factory option muzzle brake/suppressor). Has anyone ever shot theirs without a brake/suppressor on it and if so, was it even louder (I have not). M2 Carbine, I just realized you already posted that info earlier in this thread. Impressive fireball by the way!
