hello,
In the next 72 hours I will get delivery of my brand new Tikka T3 and a Leupold VX-3 2.5-8x36, both new brands to me.

Leupold recommends approx 17 in-lb on ring screws for their scopes. I have seen forum posts where people had scope issues (adjustment/click reliability and precision) with overtightened rings.

DNZ website for their game reaper mount says to go 30 in-lbs because their rings are machined true and need more torque than other rings to hold scopes.

What would you do?

You should follow the specs of the scope manufacturer as compared to mount / ring manufacturer. Mounts / rings are generic values and scope manufacturer values are based on all materials used in the completed manufacturing process of the individual optic.

Start with Leupold's lower value first. Their recommendation will harm nothing, least of all the scope. You can always tighten a little more later if it doesn't work well enough.
My scope rings are torqued at 20 in/lb, bases at 30.

Leupold seems to be speaking out of both sides of its mouth. I've mounted a ton of scopes using Leupold rings and if I remember correctly the instructions recommended somewhere between 22-26 inch pounds of torque for the ring screws. So that would make Leupold scopes incompatible with their rings.

I too would go with the DNZ instructions.

I think I used 25 in-lbs on the same setup as yours and didn't have any problems. I love DNZ rings on hunting rifles, they're almost all I use anymore.
