Zimbabwe used to have a plan (maybe they still do) that had villagers hold off on killing a marauding elephant that was destroying huts, gardens, bomas, etc. A foreign hunter would come, pay a huge fee, and kill the elephant. This money was partially distributed to the village and more than made up for the damages plus paid for water wells, school facilities, etc.
The elephant would be killed either way. If the villagers killed it, they would get the meat and have to repair everything themselves with no remuneration. If the foreign hunter kills it, the villagers still get the meat but get a higher standard of living from the currency brought in by the foreign hunter.
The only way this system works is for the hunter being able to legally import the ivory (if any) to his home country.
