"Tuning", not "loading", what is your opinion?

I'd say shoot the factory ammo. Reuse the case (if brass and boxer primed) then follow the general reloading principles for assembly of the new cartridges. From the posts above, it seems like a lot of work with diminished returns to dis-assemble and re-assemble the factory rounds.
 
It is worth the trouble if all the components are not readily available for cheap. Boxer brass for a reasonable cost or Berdan primers for available surplus brass were the problem with the ammo I was trying to make those years ago. The second set of tests I did were with the original bullets. Using a better bullet will improve the results by a large amount. As will using a more closely matched propellant. I was seeing if making the factory propellant uniform in each round would add accuracy. It turned out not to matter enough to be worth while with my particular lot of surplus ammo.
 
I've done it. I pulled bullets from cheap steel cased ammo and seated Hornady Soft Points for hunting. I have also pulled bullets, dumped powder, and replaced it with Trailboss for extra light plinking loads.

It was labor intensive and mostly just done for fun to see if it would work. It did.
