WASHINGTON - Americans will need passports to re-enter the United States from Canada, Mexico, Panama and Bermuda by 2008, part of a tightening of U.S. border controls in an era of terrorist threat, three administration officials said Tuesday.

Similarly, Canadians will also have to present a passport to enter the United States, said the officials, who spoke on condition of anonymity. Canadians have been the only foreigners allowed to enter the United States with just a driver's license.


An announcement, expected later Tuesday at the State Department, will specify that a passport or another valid travel document will have to be shown by U.S. citizens, the officials said.


These include a document called Sentri that is used for Mexico travel or a Nexus for Canada travel.


Until now, Americans returning home from Canada have needed only to show a driver's license or other government-issued photo identification card.


Americans returning from Mexico, Panama or Bermuda currently need only a government-issued photo identification card plus proof of U.S. citizenship like an original birth or naturalization certificate, according to the State Department's Web site.


The new rules, to be phased in by Jan. 1, 2008, were called for in intelligence legislation approved last year by Congress.


Safeguarding U.S. borders are a top concern of U.S. intelligence and security officials. The concern increased after the Sept. 11, 2001, terror attacks on the World Trade Center in New York and on the Pentagon.


The travel industry has raised concerns that the changes might hamper tourism, one official said.


The announcement follows a three-way summit last month that President Bush held with Prime Minister Paul Martin of Canada and President Vicente Fox of Mexico.


Speaking at Baylor University at Waco, Tex., Bush said border controls with Mexico had to be tightened to make sure that terrorists, drug runners, gun runners and smugglers do not enter the United States.


Besides a passport, re-entering Americans could use another approved travel document like frequent travel cards, which are issued to some people who travel often between the U.S. and Mexico. These cards typically are used to avoid long border-crossing lines.


But in most cases, only passports will do, another U.S. official said.


The new system will deal first with the Caribbean, then Mexico and Canada. It will start at airports and subsequently spread to land crossings, said an official speaking on condition of anonymity.


U.S. inspectors will bear less of a burden with the changes because they won't have to sift through different kinds of travel documents, the officials said.

There's an easier and better way: make it so they have no reason to come here in the first place.

Note - nothing about ILLEGALS, but plenty about tightening restrictions on LEGAL AMERICANS. Gee, go figure! Nothing about walls, towers, fences, Border Patrol increases, technology, just passports.....passports....

I wonder what the INS would do to an American citizen whom they caught sneaking back into America without a passport? Maybe they would deport them to New York City, New Jersey, Boston, Baltimore, Chicago, San Fran., Washington, D.C. or some other liberal enclave.

Ever seen Kentucky Fried Movie? The Evil Dr. Kwan is having hearings for people whom he has had arrested on his evil island. One of men brought before him lips off, and Dr. Kwan says, "Take him to Detroit". The guy is hauled off yelling, "No! Not Detroit!".

So this means that if I go to Canada, just across the Minnesota border, for a fishing trip, they are going to make sure my white-bread behind is covered by a passport before I come back home? Geez Louise. Can't we spend our security resources on bigger and better fish to fry? I am losing all hope that our government can protect us. Instead, they give themselves something to do by harrassing their own citizens. That's easier and safer for them, than going after people who are sneaking in here illegally.

I find it amusing that Bush's efforts at damaged control over criminal alien amnesty are pathetically inept. Its almost like he's forgotten PR 101. Every time he opens his mouth or puts out an initiative it is exactly the wrong thing to do or say under the circumstances.

Now is it possible he and his little people have taken stoopid pills? There has to be a reason the administration gets tangled up its underwear over only one issue. Other than this issue his administration is pretty slick in the world of PR.

Is it possible he is deliberately torpedoing his announced policy (aka rope-a-dope).

That's right, a feel good measure to make the people believe that something is being done to secure the border. Real security costs much more money then opening some additional passport offices....

the only thing this administration has done right in the GWOT is to take the fight to the enemy in Afghanistan and Iraq. Everything they have done domestically to secure the country is a farce. Don't even get me started on the Daily Intelligence Updates that are provided to local law enforcement...

Let's see, we've got the director of the FBI wanting to deny firearm purchases to people on the terrorist watch list..at the same time the GAO says the terrorist watch list isn't reliable enough to screen airline passengers...The attorney general is running a public relations campaign to keep parts of the patriot act from sunsetting, but when pressed he says they aren't using most of those provisions....Now we want passports to go to Canada and Mexico, but that does nothing to solve the problem that millions of illegals cross the border now without fear of arrest....Yeah, I'm on it..give up some more personal liberty so that someone who is too out of touch to think about the issues will feel safe and keep the political class in office...I hardly think so...

Jeff has the right idea.

This is the equivilant of not allowing nail files on aircraft. Does nothing to really address the problem, but makes the sheeple feel better. :rolleyes:

Kinda like saying, "Well, since we've already had one shoe bomber, we're only gonna let people fly who buy their shoes from this government store right here..."
