All you need to do is ask different gun shops what they charge for doing transfers. If you agree to their price (<$20 is a pretty good deal if you can find it, >$30 is too much), they will give you a signed copy of their license if the wholesaler doesn't have one on file yet. You send the license to the wholesaler along with your order, the gun will arrive at the FFL's place of business where you would go to fill out the paperwork, pay the fee, and take the firearm home. For all of the hassle and expense, you might as well apply for a C&R license.
