The 10/63 has an updated front trunnion that offers more support for the bolt carrier. Basically it's a little more milspec. Functionally though there really isn't a difference.
10-63 has the slant cut compensator (can be removed easily to swap whatever you want onto the muzzle).
Normal 10 model has a muzzle "nut" threaded onto the muzzle and tack welded on (can still sometimes be removed with more work...cutting through the weld, etc).
Not sure if 10 has the bayo lug, but the 10-63 that I have does have the lug.
you need to be careful with WASRs, most of them are fine other than not being all that pretty, but these seem to have more problems than other AKs on the market, mostly issues with mag wobble and crooked sights... i'd recomend getting a good look at one if youre going to buy it in person...
Both the WASR 10/63 and the WASR high cap have had the magazine wells enlarged to accept standard AK/AKM magazines.
Both came from Romania limited to ten shot single stack magazines.
The WASr hi cap does not have a bayonet lug and most don't come with cleaning rods or cleaning kits.
Both come with two 30 shot magazines, may or may not have a sling included and the 10/63 also includes a bayonet.
