For all of those saying Quinn will just veto it just remember that there are ways to tell Quinn to go take a flying leap. Super majorities as well as voting after a veto to overturn said veto are possible.
If Quinn feels pressured enough he may sign it, unlikely I know, or he could choose to do nothing at which point it will eventually pass by default. That way he can say "I didn't sign it". I'm not 100% how that default passing thing would work but it's part of the process.
I myself am very excited to see a good initial vote to get it out of the Agricultural Committee. 12 yay, 2 nay makes me smile.
