There isn't a list of all eligible C&R firearms because ANY firearm that is fifty years old or older is automatically classified as C&R due to its age. Some firearms are C&R BEFORE they reach age fifty. Those will be listed here: http://www.atf.gov/publications/firearms/curios-relics/

It stands for Curio and Relic. It is for older firearms, it is referring to a type of FFL one can acquire so they can order these firearms directly from a distributor and have it shipped to their home.
