I wouldn't vote against the RIA, but I think the cheapest 1911 I personally would buy would be a $275 Norinco, if I could find another one.

Cheap 1911

Anything made by SAM in the Philippines. I've had ecxellent performance in every criteria with several.

Rock Island Armory.... a good out of the box 1911 and even better when you learn how to DIY and improve an already fine piece.

Armscor (that's RIA, Citadel centerfire 1911s, and the STI Spartan line, plus a few more smaller companies put their rollmark on Armscor guns)

I have many Armscor 1911 platform pistols, and other than the XT22 being ammo picky, they're all rock solid and reliable with even the nastiest widest heavy hollowpoints (that's the ammo to use for bowling pins if you don't handload, cheapo HP stuff and SWC feeds just fine in mine)

They're inexpensive, well built, and have the Armscor warranty behind them.
Their compact/officer size guns work, if you want a carry gun.
Their fullsize guns work great if you want a range toy.

I really like RIAs also, but wanted to toss in a mention for the Umarex 1911 made in Turkey and sold under the Regent brand. Very nice shooter for about $500.

A friend of mine has an Auto Ordnance 1911A1 that has been 100%. He used it as his CCW for over two years until he saved up for one of the small lightweight Kimber 1911s.

Cheapest 1911 I would buy and why?
Dan Wesson Valor.
Why? Tool steel small parts (no MIM), steel MSH, night sights, checkered front strap, beavertail grip safety

Maybe I am understanding the wording a little different.

When buying a weapon whether for target or self defense, I would never look for CHEAP.

I would research and study the 1911 and find the best weapon for the least price.

Even after that I have 3 Sig Sauer 1911's. Dont want cheap blowing up in my hands.

be safe

I plan to take a chance on an Auto-Ordnance 1911A1 as soon as my local dealer gets back from vacation. I know that they had a bad reputation under Numrich ownership but Kahr, apparently, has really tightened up on the QC. A good price plus I just like the looks of the buggar! Other than the firing pin block safety, it's about as "authentic"-looking as they come.
