What is this package worth ?

I gave $400 for a 2.5 686 not long ago and I have never paid over $350 for a K frame in any finish or barrel length, the prices are on the up swing for the short wheel guns however and your area might be at the front line. I can remember a couple 19 & 66 buys for $250 those days are gone.

Around here, original 95%+ condition 2.5" Model 19s (pinned & recessed) rarely sell for less than $550 from what I've seen. 4" 19s are $400-ish.

ORIGINAL finish, maybe. This one has been redone.

It is a refinished gun. It does not have the original finish in great condition, and you really don't know when and why it was refinished.

It isn't worth much . . . except as a "shooter." If you like hard chrome on a M19, go for it. However, if you get into S&W revolvers much you'll quickly loathe the fact that this gun screams at everyone that it is not an original finish gun.

Also, if you consider it . . . check out the mechanical condition thoroughly to make sure the gun didn't have a long, hard life.

Value? $350 if someone really wanted it with the wrong finish on it. Frankly though, someone WILL buy it for that or more.

That gun is no where near 95% (fired, but virtually new condition). More like 85 (fair to good condition).

The Model 19-4 P&R 4" I bought for $199 in 2006 was in about the same condition. My ~90% model 65-3 was $299 About the same time. They've crept up a bit, but they're still no where near $450 for a K-frame in that condition.
 
$450 would be on the upper end, but even with the the refinish it would sell rather quickly on a dealers shelf around here. Model 19's with 2 1/2" barrels are hot right now. and that one beats the hell out of the stuff coming out of the S&W factory right now; in addition, there certainly wouldn't be any concerns about carrying it around and shooting it. It certainly won't appear to a collector, but the price is approaching what you would pay for a new Taurus right now and although I have nothing against Taurus, I would certainly rather have a pinned and recessed Smith in my collection for the same money. If you don't like the other stuff you can easily dump it on fleabay and recoup at least $50out of the deal. If it were me I would offer $375 cash and see what happens.
 
You have what would sell for around $300 as an original gun.

I'll take all you can get at that price. Around here a 2.5 inch M19 in very good or better is going to be $500 or more likely $600.

To the OP, non original finish, non original grips knock the price down but it's still a good revolver. $400 is what I would value it at.
