What is this thing near the revolver's hammer?

If I'm looking at the same thing you're looking at, it looks like an extended cylinder release latch.

Correct. It's just an extended cylinder release that allows you to open the cylinder without having to shift and then reestablish your shooting grip.

Yeah you see a lot of them on revolvers at USPSA and ICORE matches. They are not legal in IDPA for the most part.

I run one not quite as long as the one in OP's post from California Competition Works on all my N-frames.

I shot in a plate match against a guy with a 8-shot 9mm Smith 929. The kid was fast and smooth when reloading the gun, and I can see where that paddle release helps a lot for rapid reloads.
