What kind of Press is this?

Im trying to get some information on what kind of shot gun press this is, im assuming that its for a 12ga 2-3/4" but havent had a chance to check it, it looks like it has a depriming die in it, as were the rest are i have no idea or how to do powder shot etc... for it im just looking for some info so i can take it from here

Appears to be a shell conditioner, or sizer.
Sometimes called a Shell Saver.

The exact brand escapes me, but all it does is resize & deprime the case.
I think.

Ah, that's because it is not a shotshell LOADER it is a MEC shotshell SIZER. Decapping is kind of incidental.
Not all shotshell machines resize the brass, the MEC 650 being one still in production. So to load shells reliable in an auto or pump, you need to resize first. This is the old style tool for the job. Now they make a collet device to squeeze the brass back to size.
 
It's a MEC Case Conditioner, which is discontinued. It's not a complete reloading press, as it's just for decapping and sizing shotgun shells. It was a really handy tool when paper shells were the norm, and I still use mine on occasion. They usually sell for around $35.00 on the various auction sites.
