I have been thinking about getting into precision shooting for awhile now but am having a hard time deciding on what kind of rifle to get and what kind of scope to put on it. So my question is if you had $1500 to spend on a new rifle and scope what would you get?
 
I just put together such a rig. I have a SAKO hunter topped with a Burris (thanks Ben!) 8X32X44 in 6.5 X 55. I have reattached my Harris bi-pod and will be shooting my pet ballistic tip handloads. This gun will literally shoot the ace out of the ace of spades. It is the most accurate gun I have ever owned. The new cost (with best prices) is just about what you quoted.
 
cooper and leupold 4.5 - 14 is choice 1.
remington 700 vls and leupold 6.5 - 20 lr is choice 2.

either will get you to 1000 yards easily.

chambering would be 6.5-284 in the cooper, and 7-08 (tough to find, but they are out there) or 308 in the remington.
 
I woulkd go with a remington LTR in .308, If you want to go used try the snipershide forums lots of good precision knowledge and guns for sale although many are very expensive rigs from GAP or HateCA
 
For about a grand you can get a semi-custom(barrel, blueprint, trigger) 700 and top it with a nikon monarch or luepold vxIII. I'm in roxboro too, hard to find a long range here.
 
Remington, Sako or Savage.

Buy one of these three rifles, Remington, Sako or Savage. .308 is probably the most common caliber you'll find, but the 6mms' are decent to stellar in accuracy, as is the 7mm-08 mentioned below.

Buy the best pillar bedded or free float stock you can for the particular rifle you buy. I prefer free float. But I don't shoot at 600+ yards, either.

Expect to spend at least $400 on glass for something that will let you see clearly at more than 500 yards. Triple that isn't very far out of the ballpark.
