When will Texans be able to Open Carry

Ok so I am Not A lawyer and have not had a minute to keep up with the open carry debacle fueled by our lovely Cali-imported govenor. My Question is when will Texans be able to open carry freely.
 
No. Not without passing another bill to move to date the new law goes into effect.
 
Open carry FREELY? No such law on the books in Texas yet. Open carry with a permit from Big Brother, Jan 1st, 2016.

Possibly semantics, but permitless open carry of a pistol by a lawful adult aged 18+ is what I consider Open Carry Freely. Requiring a license to exercise a right is simply a privilege.
 
What USAF Vet said. At least it’s a step in the right direction. But you poor Texans still have to have a concealed carry permit to be able to open carry. Kind of defeats the purpose.
 
While I agree no license should be required for anything to do with weapons, and silly holster requirements are silly, the reality is that on January first 2016 it will be legal to step off your property with a holstered handgun openly on your belt, something that hasn't been unambiguously legal in Texas since 1871.

Don't dismiss progress just because there is more to do.
 
First, you have to have a CHL. There is plenty of time to get this before Jan. 1 if you don't already have it. So we have LICENSED Open Carry. But it's a start!

Second, there is probably NO way to get the law implemented before Jan. 1. This date was part of the law that was just passed and it would take another law to change the date. The Jan. 1 date was done intentionally to give the state time to update CHL training to include retention training. Changing the date would defeat this and would probably be unpopular with lawmakers.
And the Gov. is very unlikely to include such an agenda in any special session. (If a special session is called.)
