IMO, there aren't many cheap (NIB) guns that are truly a bargain. Of course, once you start looking at inexpensive used guns, it's a totally different story.
Of the cheap new guns you mentioned, I'd say the Hi-point 9mm is one of the better ones. The Lorcins, Ravens, Davis, Bryco guns are worthless. If you're on a tight budget, a Hi-Point 9mm can give you plenty of enjoyment at the range, especially considering the availibility of low-priced ammo at places like Academy Sports and Wally-World. It can also serve as a reliable home defence gun for those who can't afford a (insert favorite expensive gun here) . The Heritage Stealth series was pretty decent as well, but they're not seen as much as they were a few years ago.
