Which scope?

I only say that to give you more versatility for longer range shooting... but they are all capable scopes for 300 yard shooting and farther depending on your ability to shoot and depending on what sort of accuracy you hope to achieve.
 
Honestly the 4200 and the Monarch are going to be on average the best glass of the group. The 4200 has a rather limited range of turret adjustment but does have the rain guard. The Monarch will have a bit bigger range of adjustment but doesn't have the rainguard. The Leupold VX-I will be optically close to the prostaff and the VX-II will be close though maybe slightly better than the 3200 and buckmaster line. The VX-III is what compares to the Monarch and 4200 line. Leupold has great customer service which means something as well.

You have to take into account what matters most to you. As a range scope the Monarch will do best. It has the largest zoom of those mentioned, it will have the best(or tie for the best with the 4200) glass, and it will have the most adjustment to let you dial in farther out. For a hunting scope I may go with the 4200 due to the rainguard. Either way those two scopes will be the best to look through of the ones listed. Most of the noticeable differences in the scope will be in low light. If all you are going to do is shoot in the sunshine the VX-II or 3200 may be just fine as well.
 
They are solid scopes with a ton of internal adjustment, repeatable turrets and parallax adjustable (either rear or side focus).
 
Before you decide...I would consider a Ziess Conquest, little more dime a great deal better glass. Barring that I would rank what you have listed as (NOTE: Have only looked through a SS, never shot one...literally or otherwise :D)

The glass on the SS is not up to the 4200/Monarch levels but it is fully multicoated and made in Japan. You get a lot for the $320. Like I said even the cheapest model has a rear parallax adjustment which is uncommon for the price. If you want a hunting scope though 10x is a bit much.
 
Recently I bought a Millett TRS-1. I'm very pleased with it. They also should have more than 100 minutes of vertical adjustment. It should be a very versatile scope. I'm not the best with a scope, I'm learning still but it seems like a very decent scope for the money.
 
They are exceptional; light gathering is amazing when compared to lower priced optics, even for the less expensive VX II.

That is what is great about the Monarchs and 4200's, they do everything that the VX-3's do for the price of the VX-II's. I assume Leupold will be upgrading their VX-II and VX-I line like they did to the VX-III line. Bushnell, Nikon, Sightron, Zeiss (Conquest) are all eroding Leupold's customer base.
 
The SS 20x42 is on sale for less than the 10x42 right now. Would that be too much magnification or should I jump on it?

20 should not be too much for target.. but if you plan to hunt I would go less
