After some research, I came to the conclusion that it could be done with a hand drill and the aforementioned tools. However, the cost of the tools far outweigh the cost of having someone else do it.
Renting the tools is an interesting option ($25 for the reamer and $20 for the drill). Unfortunately, after I add the other materials for the job (the liner itself for $35 and a package of Acraglas for $17), the net savings is about $3. I'll gladly spend that on someone with the experience. I'm cheap, but not that cheap!
