who makes a hi cap .380?

Glock makes/made one but their hard to find in the USA. If you really want high capacity, track down an old MAC-11.
 
Beretta 84 BB 13 shot, Browning BDA, made by Beretta with a little dif. features and the newer one from Walther.
 
Cobray or MPA Mac 10/11 in .380 are fairly easy to find (I think centerfire systems and atlantic arms both sell them).

You WON'T find a .380 Glock in this country at all due to the fact that they don't meet the importation requirements.
 
i give a #1 for the Bersa thunder plus i bought one a year and a half a go and love it, they are making them you just got to find them

The Beretta 84B is a fine, smooth shooter, 13 +1 is a good thing. I believe Beretta makes the BDA, also good. You can find extra mags for them, too. Reasonable.

Law enforcement agency purchases are immune to the requirements and once they're in the country they can be resold (surplus, etc).

So yes, under the right circumstances they CAN be found, but they are exceedingly rare.
 
The Browning is made by Beretta for Browning. A topic that has been discussed many times on this forum even recently. Anybody got the link to it? Browning Hi Powers are made by FN also,
