Who should take care of shipping this gun back? The gun shop or Ruger ?

I already picked up mine SR-22, but only question I have is , why the shop does not allow the buyer to copy the 4473 form,? are there some dealer information does not allow customer to know? doesn't matter, ,just want to know.

Only your dealer could answer that.......what did yours say?
There is no information on the form that is confidential dealer info.
No federal law prohibits the dealer from giving you a copy or allowing you to photograph the form.

My guess is its easier for him to say "NO" than fire up his copier. When there's really no good reason for a customer to have a copy it is slightly aggravating.
In my fifteen years if being a dealer I've only been asked to make a copy about two dozen times for rebate submissions. If a customer wants it "just because".....he can take a photo.
 
I ordered a Ruger SR 22 from a online gun shop, it will be ship to my FFL maybe around Wednesday, my question is if I inspected the gun when it was delivered, and I find it has an issue , such as trigger doesn't work , should I require FFL the gun back to that shop or directly ship to Ruger ?
You ordered the gun from an online distributor. Your local FFL is merely handling the transfer. Your local FFL is not the seller and you are merely using them for transfer. Any issues are between you and the seller. That or you and Ruger.
