Russia isn't a NATO member. Germany is, but France is both a NATO member and a permanent (voting) member of the UN Security Council.

Not to digress too much here,but this morning I was listening to the Glen Beck radio show. He had an absolutely hysterical spoof of a song called "I Love the French."

If this cartoon made you smile, that song would double you over with laughter.
