Why did S.C. Enact one-per-month limits in 1975?

Hey everyone, I'm currently writing up a paper discussing the in's and out's of the "one gun per month" form of legislation. I know that South Carolina was the first to implement this sort of legislation in 1975, followed by VA in 1993. However, I can't find anything that really says why they (South Carolina) did this. I know what VA's reasons were in 1993, but in the wake of its repeal in 2012, I've had a very difficult time finding information about this type of legislation that isn't just more news about VA repealing its limitations recently.

Basically, does anyone know why SC decided to limit handgun purchases to one per month back in 1975?

You might want to check to see if there is a online law library for SC. These might be be run by a University or a College. When I did my research for NJ gun laws I found an online resource from rutgers online. It listed NJ's new laws of a particular year (dating back many years).

You want to find research the new laws of 1975 for South Carolina. The book should list the entire wording of the law (which might tell why it was signed into law) and it should list who sponsored it. If you cannot find it online, maybe a trip to the state capitol might be in order.
