Why do FFLs charge fees for Transfers?

My question was directed more towards finding out if the FFL has a cost incurred by doing a transfer outside of the 10-15 minute process.

Not any more than my physician does when I get sick and he writes me a prescription. And then he has the temerity to charge me!
