OP totally missed the boat with the elite military comment and so did everyone who responded with NATO 9mm basically being +P. Elite military units hardly ever use pistols at all, they use rifles. Standard military units use rifles but prefer machine guns. Use machine guns but prefer artillery. Use artillery but prefer close air support...
Same for CCW, I use a pistol because it is all I can legally and reasonably carry. I certainly want the most effective ammo for it, I don't care about power, just terminal performance.
